We are constructing a 5-story building with deep foundation. our pile cap is under water table. In structure excavation, what is the minimum level of water below sub grade level at the bottom of foundation?Please, any expert can help me to provide reference book or construction engineering codes. It is highly appreciated.

I'm not sure where you are located, but conditions such as this are usually site-specific and are not covered by building codes. Any of the several good geotechnical texts can provide guidance on dewatering; however, going back to my original comment...ask your geotech.
I like to see about 12 to 18 inches of separation during construction between groundwater and anything bearing on the soil. That depends on a lot of variables though, so....ask your geotech.
