I am in the final (hopefully) stages of a LOMR and the one thing that I'm getting hung up on is providing a "logical" horizontal tie in for the 500-year flood at the upstream cross-section in my study.  The base flood ties in fine and the 500-year ties in on the left overbank but not the right.  A little background:
-FEMA was not able to provide the original model so we had to create our own  
-The topo in this area is based on LIDAR data
-I've tried cutting a new cross-section upstream but this just creates more problems

My thoughts are to provide a narrative response stating that a logical tie in at this cross-section is not possible due to the lack of original digital model, etc....I'm having trouble coming up with the etc part.

Has anyone ever successfully obtained a LOMR without a logical tie in?  Any suggestions for a valid excuse why this might occur?  Or any suggestions on how to make a valid tie-in?
