Hi!

Can you discribe for me what is the "net disturbed
material"? I'm Hungarian, and I'm not a welding specialist so I don' t know the hungarian terminus technicus of it.

Relative to welding it may be what is called 'heat affected zone' HAZ.  That material near the weld which experiences metalurgical changes due to welding heat.

The HAZ exists around any weld.  But, another consideration might be welding on aluminum or some heat treated materials, etc., where the welding heat input changes the temper, or heat treatment metallurgy to the extent that this changes the strength of the base material, in the immediate area of the weld.
