i need to know what is the important thing when someone is installing a lisenced radio access system in terms of frequency planing and re-use factors

We have all the frequencies inour country licensed.We use several systems one such we call Radio Planning and survey system,which gives a topographical view of our COmpany ,and frequency spectrum,range etc can be graphically superimposed upon it by also factoring in the rough Signal strength,losses ,interference parameters etc to gain a rough idea of the max radio range depending upon its power output,antenna ,etc,so that in areas laying out of the inteference range of a particular frequency,the same frequency can be reused.
