Hi,

We review a whole bunch of shop drawings (OWSJ, Structural Steel, Rebar, etc.) and was wondering as to what is industry standard when it comes to when these drawings are signed/sealed. Should this be done before the review (ie. we receive shops that are signed/sealed) or can this be done after the review but before project completion, as long as the EOR has records of signed/sealed shops to sign off on the project? Thank you.

I'm not sure it's an industry standard, but in my observation, they aren't sealed until after the Engineer of Record's review. I guess they want to verify the design meets the EOR's intent before they put their seal on them.
Legally, I think as long as there is a sealed set in the files at project completion, the project meets the intent of the code. It's preferable to get them as early as possible, before they get forgotten about, but really anytime is OK.

In my area, it is common for the delegated engineer to sign and seal shop drawings/calculations prior to submitting to the EOR for review.  The reason this is done is that the EOR delegates the engineering function to another engineer and must therefore be able to rely on his submittal.

There can and should be communication/interaction between the delegate engineer and the EOR prior to submittal.

In times past, when we worked with an outside consultant who sealed drawings, it was advantageous to have all reviews done and comments addressed before sealing, so they didn't have to be sent out twice.

Also check your state rules as to what is to be sealed and by who- that varies from place to place, with many places prohibiting you from sealing drawings if you have only reviewed them after the fact.

We frequently review and seal shop drawings for adequacy of connection design.  I always recommend that the EOR review the drawings at the same time.  This allows the Detailer to incorporate our comments, EOR comments, and detailing changes at one time.  This has proven to be the most efficient.  We then seal the drawings after a final review.   I agree that communication with the EOR is also important.
