A hydropowerplant has 50 generators 13.8 kV generation by sending two lines of transmission to remote SE-500kV.

CT metering at SE-500kV: 4000/2000-1 A (IEC) 0.2 to 2.5 VA
 

 500KV substation remotely to achieve the minimum acceptable accuracy class (0.6) have to pass a current of 0.1 [A] (10% 1 [A]) by the meter. This condition is only possible when you have at least two generating units.

  That's a complicating factor, because during testing, for example, quite possibly we will have only one generating unit, and this energy might not be considered for accounting for revenue, not to achieve the accuracy class.

 What do you suggest?

Use ANSI CTs that don't have a minimum load requirement?  winky smile

More seriously, use a lower ratio on the CT.  If the CT and meter have thermal ratings that would allow 2, 3, or even 4A continuously, use that.  Sizing protection CTs and revenue CTs needn't be the same.
