Noticed this on my carbon fibre bike frame?

Is it a problem or could it just be a problem with the lacquer? Its in the top tube

Looks like a moulding defect to me; resin starvation at those tow interfaces. The white areas are likely a result of the laquer coat - milky white where it's thicker, clear where it's thinner.
If you bought it like that, I hope you didn't pay full pop.
On the cautious end of the spectrum, depending on how far back from the head tube it is, it may lead to failure.
If it were my bike I'd fix it, carbon fails 'catastrophically'... and the splinters are so hard to get out!
