I am looking for some good engineering practices for canopy of steel stacks like
What shall be the diameter of canopy if stack diameter is 3000 mm?
What should be height of the canopy ?
and what are other considerations for canopy dimensions and design?

I took "canopy" to mean a structure open on the sides but covered from the top that would prevent rain or snow from getting on the pipes.
Here in the midwestern USA, we often get rain and snow that blows "sideways" as well as straight down. Therefore, canopies don't do much good. However, sometimes things are covered by a tarp -- a impermeable sheet that covers the material completely and is tied down so it doesn't blow away. Sometimes two or three of them are used, depending on what's being covered. The size is basically "big enough to cover what you want covered.

Yes you are correct, I take canopy in the meaning of the top cover that is suspended at the top of stack by means of some supports welded to stack shell, it acts as a rain hood. Here in Pakistan, no snowfall.
