Is there any way to toggle the display of cosmetic threads in parts and assemblies? I'm not talking about the surface texture representation of threads, but of the dotted line circle that shows through everything.

Not specifically the Cosmetic Thread circle, but a keyboard shortcut can be assigned to the All Annotations option.

Simply click View... All Annotations.  To speed things up, assign a keyboard shortcut as suggested by CorBlimeyLimey.

Ah hah, thanks. It turns out I have to hit rebuild after toggling "All Annotations" to off in order to make them disappear.
