According with API 560. Fired Heaters for General Refinery Service, coils shall be hydrostatically tested to a minimum pressure equal to 1,5 times the coil design pressure, but I am confused if this criteria applies just for new Fired Heaters. What would be the criteria for Fired Heaters that have been in service for several years.

Para 17.5.1.2 of API 560 mentions alternatives when hydrotesting is not practical for any reasons.But i doubt if this a practically possible for a convection coil of furnace which is already installed in  furnace and hence all of coil is not accessible for visual inspection.

However if question above relates to a new coil being installed in the existing old furnace I think hydrotesting of coil as per Para 17.5.1.1 should not be a problem as the coil will be designed per current API edition.
