I Search for book or tutorials that tell be how to fabricate Various Tank's dish end from sheet metal as i don't know how draw segment with proper dimension to give to tank fitter to cut segments form the sheet metal

What type of equipment you are talking about? Tanks or Pressure Vessels?
Tanks have conical roofs and not dished ends. The pressure vessels have dished ends, but not conical (semiellipsoidal, torispherical, etc.). You can have a conical section of the vessel, but typically you use circular segments rolled to form a conical shape and you butt weld the ends.
If you and your fitter don't know how to draw a conical segment for your fabrication, you should hire an engineer and/or a fitter for that job. That is also taught in high school, to work out the conical segments. The apprentice knows how to add the assembly required margins, in accordance with the fabrication method (butt weding or overlap, rivetting or bolting, etc.)

What we do is purchase a knuckle section from a head manufacturer with a knuckle and a straight flange.
We then make a straight cone to match the diameter at the knuckle and the smaller end.
Then weld it up, straight long seams in cone first, then to the knuckle.
It may be possible to make make the knuckle seamless to the cone gores, but it would take special forming equipment that we do not have.
