Why are there differences between the material stress values listed in ASME Section II, Part D and ASME B31.3, Table A-1?  Why are the allowable stresses higher in B31.3?

Because B31.3 is a different code committee than ASME B&PV Code committee, Section II, and different application. It would be nice if all committees could sync together. However, its like herding cats.

Please see para. 302.3.2 of ASME B31.3 for the basis of allowable stresses.
Please see Mandatory Appendix I of Section II Part D for the basis of allowable stresses of Table 1A.
By comparing the above references, you would be clear enough why allowable stresses are different in Table 1A and B31.3.
