For example, I have a 100*50*25 mm block and I want to do a drawing and each time I place a dimension, I want the dimension multiplied by 10 for example.
Is it possible with NX5?

Not without writing a custom program which would create the Dimensions showing numerical values computed based on your unique 'rules'.  Now of course, you could create the Dimensions normally and then edit them changing the values to whatever you wanted, but in both the above cases, the dimensions would never update correctly based on future edits to your model.

An alternative approach would be create your original design model, then create a scaled copy of this model using whatever your 'multiplication' factor was going to be and then make a drawing of THIS scaled-up copy.  You have to do nothing special when you created your Drawing and the Drawing would still be associative, through the fact that the scaled-body is a feature created from the original, in that any change to the original will be reflected in the scaled-up model as well as your Drawing.  This could all be done using WAVE links thus keeping the original model and scaled-up separate Part files and then create a Master Model drawing of the WAVE Linked part file.  A bit clumsy, but it would accomplish what you're looking for.
