Is testing and inspection of electrical wiring including underground cables for houses in a residential area required by any code?

Our maintenance crews perform the required Preventive Maintenance works for all electrical equipment in the residential area.
We were asked by our Safety Group to test and inspect all wiring including underground cables to make sure they are in good shape.  This would include checking wiring throughout the houses behind walls and in the attics, rewiring outlets, digging trenches to check underground cables integrity.

In my many years working in maintenance, I am not aware that this was ever done.  I would like to know if this is required by any code.

Ask the safety group if they have the budget to cover the cost. This may cost more than the original installation.

I'm not a 'Code' expert, but I've seen electricians using little hi-pot testers to check wiring within conduits to make sure the insulation is good.

Digging things up seems like a (very) bad idea. Report: The cable was good, right up to the point where the back-hoe tore a hole in it.
