I am looking for help on navigating tssa regulations. The company that I work for is located in Ontario,canada ans is small, less than 60 people ( 2 of which are certified millwrights/electricians) and we are having dificullty getting info on who is allowed to repair and or instal piping for plant air. Our plant air runs at 140 psi and we are in the foundry industry. Asking the contractors that we call on regularly they tell us that we need to hire tssa certified companies to install and maintain our plant air systems. Is this true? Or are they trying to dig up more business. They currently service our gas fired melt furnaces. I hope this is not to vague or vast of a question. Any help at all would be much appreciated in answering this question.

Above those criteria? You are required to either have a TSSA C of A for your own company's staff, or to hire someone who has a TSSA C of A for the construction, modification or maintenance of pressure piping.
Yes, even for a compressed air system.
The exemptions are few and fall into a few catetories: 1) low hazard stuff that licensed plumbers take care of (such as small air piping, water/drain etc.) 2) stuff subject to other Acts and regs (i.e. fuels piping, hydraulic systems) where the hazard is less with the pressure than with something else
I didn't say this wasn't the most widely ignored regulation in Ontario (aside from perhaps the Professional Engineering Act's regs), but you asked for the rules...

Select "Boiler and Pressure Vessels" from the top list, then "Certificate of Authorization for Refrigeration / Air Conditioning Contractors" on the right-hand side (towards the bottom of the page).
That will lead you to a page which contains instructions (copied below) on how to obtain a certificate. It also has a link to the application and an example QC manual.
1. The Contractor shall submit an application form, deposit fee and a Quality Control Manual to TSSA.
2. The Contractor shall demonstrate the implementation of Quality Control Systems to TSSA during the audit.
3. Upon successful demonstration of the Quality Control Program, TSSA will issue a Certificate of Authorization to the Company.
