Question: For Section VIII, Division 1 construction, 10-12 of Appendix 10 Quality Control System requires that "the manufacturer shall have a system for the calibration of examination, measuring and test equipment used ..." Is traceability to a national standard required?

IMHO, the ASME committee 'steped in it' with that Interpretation.

An Interp means exactly how it reads.  This one says that you are NOT required to calibrate to ['calibration traceable to'] a 'National Standard'.  NBS / NIST / ISO traceability is not required.  -- period --

 Ooops -- if not a National [or International] Standard, what would the committee members consider adequate?  Actually, this is a moot point, the actual AI reaponsible for the Inspection would not have accepter 'calibrated' instruments & gauges not traceable to some recognized standard.
