Assuming a system which a good size zone like a rooftop unit - What is an excepted way to give private offices "active control sensing use and modulating the HVAC system in response to demand"?

A terminal unit if the system is VAV or zone damper if a VVT application is utilized with a CV air handling unit.

VFD on the supply fan to give the unit supply duct static control if a VAV application.

Oh read the question wrong, yea just having a terminal box for each private office gives active control.  Do they mean DCV or occupancy sensors for active control sensing use?
