Does anyone know if there any requirements for reservoir fencing based on Homeland Security requirements?  I was thinking that there is a required height and topping requirement.

I always fence reservoirs and any wet pond for liability reasons.  If the client does not want fencing, I will still show it on preliminary plans and obtain confirmation from the client that I have recommended fencing and he has rejected the recommendation.  Typically I would use 6-foot chain link fence unless there are regulations mandating otherwise.

I attended a seminar many years ago where it was stated that there are more drownings in fenced ponds than in unfenced ponds. (This was a seminar on stormwater detention.)

Evidently, the water behind the fence becomes an attraction during  a storm. Of course when it is dry, it isn't an issue.

If your concern is the outlet controls or access control, I would call the state Safety of Dams engineer.
