Diffusion welding is added in Section IX under new paragraph QW-266 where QW-266 provides essential, non-essential and supplementary essential variables. Definition of diffusion welding is also added in QW-492. Welding variables related to diffusion welding have also been added in Article IV. This is just for your information.
Do integrally cladded plates (like SA-263, SA-264, SA-265) fall under diffusion welding?

No. Having said that, one could diffusion weld a thin cladding to the substrate. Somewhat expensive though.
