we are calculating high impedance grounding system for an insulated cable of 13.8-kV delta system . We decided to use Yn-d transformer with resistor in the secondary(open d). Neutral current of the primary (Yn) is 7 A.
The project was modified and was added one reactor in the primary neutral to limit the current 12A.
 Questions:
 1 - there will be transients problems during faults with the  the set of  reactor and resistor?
 2 - how to field-testing to measure perfomance of  grounding system?
 3-What are the steps to create 5 tapes impedance grounding to ensure that the ground will be appropriate.
