I recently passed the Principles and Practice portion in NY.  I have mixed experience including over 2 yrs site / storm, 1 yr of grad school, and 1.5 yrs structural (although most would label it as geotechnical).

I took the geotechnical afternoon portion.  What kind of experience level geotech jobs should I be applying for?  0-2 years? 4+ yrs?

Experience means work someone is paying you for (I would make an exception for Engineers without Borders)in the field of interest to the employer. So you have 3.5 years experience as an engineer. Usually when you apply for a job and they ask for a certain number of years of experience, they mean total years as an engineer.  If the employer is interested in screening further, they can look at your resume.
And your PE does not add to your experience.

Sounds to me like you have 3.5 years of experience and a PE license.

PE does not buy you experience but it may (will) allow you to get more experience.  Who you going to hire - a guy with 6 years of experience or a a PE with 6 years of experience and his/her license??

But, don't let the facts stand in the way of your marketing yourself winky smile  Usually, job requirements are "suggestions" more than requirements, unless they're using them to fence in someone they REALLY want.  I mean, what's the worst that can happen if you apply for a job listing asking for 5 yrs experience; you don't get an interview?  Are you any worse off?  

And while you might not meet that job listing's requirements, they might let you slide if they like the rest of the package, or, they may be willing to create a separate job, just for you.  Hiring a person is not unlike buying a house; you might forgive some blemishes and warts if the backyard/swimming pool is the bomb.  We nearly did that with a house; but we just couldn't convince ourselves that we could qualify for a $330K loan back then.
