can anyone give me any help on programming a compound angle with a radius into a component using a heindenhein system using lables incorporating incremental movements

Can't you get the start and end points of each angle and the radius from your CAD, and then use cutter compensation at the machine?  It is something lik G40, G41, & G42 on a Fadal and Fanuc.  Does a Heindenhein contol have cutter comp.?

Another thought, if it doesn't have cutter comp., then just draw it out on CAD, offset the lines by the cutter radius, and use those points at the machine (cutting at the tool cutter centerline).

you need to be careful when using cutter comp in 3 axis.  Some controls will accept the code but will not comp in one axis, depends on if you are using G17, 18 or 19. (xy, xz, or yz)

To achieve this you have 2 options depending on your resources, fist option is to hold your workpiece at desired angle and then machine your root dimension, put root dimension geometry into a LBL. Then calculate your incremental movements from your second angle and z dimensio(depending on depth of cut, Rough finish etc etc. ) tan of angle x distance. This method could prove too many setups..REcal your lbl required amount....
second opyion if job is more complex...You must create your geometry then substitute certain values with Q deffinition.....   Q defination are mathematical formula Wich when used with a lbl repeat or incremental movement can REproduce almost anything..ha ha. suggest reading the machine manual on Q-defs  elipse etc.
