What is the logic of fusing underground primary (12470) system
With 140 amp fuse and not fuse coordination

Maybe the link explains things, but it is broken.  Sometimes it is not possible to get complete coordination and compromises are required.

Does the circuit feed 1 transformer or 100 padmount transformers?
Upstream protection- relay, fuse, recloser??
Cable size and type?
Load size and type?
Location of fuse in circuit?
Utility system or private industry owned?
Location in the world- UK, North America, Europe, Eastern Europe India, Japan, Dubai..?

This is the type of detail that would help answer your question.

That is same lack of information with the words rearranged. For anyone to help you need to provide a lot of specific information or have an engineer come look at your system.
