I have an application where a butt weld between two pipes is typically performed.  The process calls for the use of a consumable insert.  Typically the dimensions of the material are about a 4" diameter pipe with 1/4" thickness.

The WPS needs to be qualified to ASME IX and B31.3.

I am familiar with the rules for qualifying a typical joint without the use of a consumable insert, but B31.3 states you need to specifically qualify with the use of a consumable insert.  Can anyone provide guidance on the rules for what thicknesses can be qualified using a consumable insert?  Is only the joint design that is tested qualified, with no application of the standard 1/16" to 2T thickness rules?  I would like to have a general qualification that could apply to different pipe diameters and wall thicknesses.

I cannot find any reason why the thicknesses in Table QW 451 would not be applicable to your qualified procedure,

Good news:  Kiwi2671 is correct -- QW-451 applies.  

Bad news:  QW-404.22 also applies.  Each welder has to be tested on Consumable Inserts.  Use the same butt-weld test you usually give, and put in a Consumable Insert.  Each welder will probably want to practice for 2 to 5 coupons [roots w/inserts only]
