1) Does the IBC (2009) require passenger elevators for accessibility (wheel chair) for a low occupancy (less than 10 people) 3-story industrial building?
2) Does a mezzanine inside a high roof commercial building ever require an elevator?
The building in question 1) is for water purification for mining tailings (pumps, tanks, lots of piping). The building will also have a small lab. Not for public assess.
Currently, there are interior and exterior stairs between the ground floor and 3rd floor only; no plans for a passenger elevator.

A slightly different question.
When, if ever, does the means of egress for a 3 story Group F occupancy structure to conform to chapter 11?
What part of the IBC explains when chapter 11 can be considered non-applicable?
In the two extreme cases, a 2 story retail building (Group B) would certain need to conform to chapter 11 requirements, while a 100 ft telecommunications tower (Group U) would not.
This issue has come up in wastewater plant code review, where some plan checkers want some areas of the plant accessible (wheel chair) and require handicap parking, despite the obvious conditions of non-public access and specialized operators.
