You need a milling machine cutter and a milling machine to get that countersunk slot.  The drill bit you have shown will not cut on the sides.

What you are showing looks like a centre drill to me.

If you plan to do this on a conventional milling machine you will need a special cutter dia 6.2 with 45 degree angles on it, if you plan to do it on a CNC then any 45 degree chamfer cutter under dia 6.2 will do.

Thanks a lot. I need to do it on CNC. Could someone nice enough to show me what the tool section I should look for at Macmaster, if you can bring me there. I know which cutter I need. thanks

This is the type of thing you will need, you will also need a slot drill of less than 3.10 diameter.

A countersink may be used as an improvised milling cutter in a pinch.  An angle milling cutter will work much better.

It is better to have enough ideas for some of them to be wrong, than to be always right by having no ideas at all.

Actually the thru slot needs to be made with and end-mill not a drill.

You need an oval mill. FOr square holes youll need a square mill. Pretty simple.

What is an oval mill?  A corner rounding end mill?  The OP needs an angle mill or chamfering mill to correctly produce the edge feature, after slotting, in his attached sketch.
