The criteria for establishing allowable stress table 1-100 of the ASME II Part.D also apply to seamless tubes?

Answer to your question is "yes".

Seamless tubes fall under first row of Table 1-100 while welded tubes fall under second row of Table 1-100.
For welded pipes or tubes, allowable stresses are lowered by 15% as those seamless.
