¿What happens when L1 is shorter than L2 but L1 is not equal in successive spans? ¿Should I use variable column strip width? In this case, ¿what would be the width of the negative reinforcement on the column?

If there is only a minor variation in the spans, say 20% or less, I would make the column strip width equal to  1/2 the shorter span and carry that width right through.

This reveals the reason why irregular bays are not the best for two way slab systems.  Not to say they don't work - just makes the Direct Design or Equivalent Frame approach less "reasonable".
