PVHO last line of 1-5 says that a Registered Professional Engineer has to certify the Manufacturers Data Report for a PVHO.
Is that the U-1A form from Section VIII-1 which is to be completed after hydrotesting etc.? Or is the complete design (drawing, calculations and material specifications) before fabricating the vessel.
What is the equivelant in Europe for a Registrated Professional Engineer?

The PE equivalent in the UK is a Chartered Engineer (CEng). There is another class of engineers but I don't know their recognition by the jurisdictions.
You need to get a register engineer on board from time zero as he will have to sign off on the complete design up to including testing.  One thing to remember is that is any changes no matter how small has to be run by him.  Depending on your insurance company they should be on board , again at time zero.  Depending on your jurisdiction or customer you may have to get additional, different disciplines, registered engineer's help.

When on board means, being present in the shop where the PVHO is to be built it's not possible to built an PVHO in Europe having an PE in Canada. Am I correct?

Does anyone know the PE equivalent in the Netherlands?

I should have used being informed from time zero on every aspect of the design, build, and testing.
I'm going to have to defer to other members as to how the reciprocal agreements work between the RU and US concerning Pressure Vessels, especially the PVHO's. Though it may be a little trouble to find how the jurisdictions work, it is an absolute necessity to do before starting. Your registered engineering should be able to help. Io know that there are a lot of PVHO's built in the US under the the ASME and the Navy banner that are used in the North Sea and elsewhere.
If you are in the Netherlands there are two firms that might give you information, Mammoet and Smit International, unless they want to built you one.  
I been out of the loop too long and really don't have anyone versed in the design and build of PVHO's to call.
Hopefully someone will jump in with the required information.

Thanks unclesyd, I'll try to contact one of the mentioned company's.
Recently w've built deco's for Svitzer-Wijsmuller but they have no experience with PE envolvment.

Those that I've been involved with also had an independent third party inspection agency ( i believe in our case it was TUV ).  If applicable, those folks must also be involved from the beginning, read design stage.  Don't procure materials without proper approval.

note that the ASME uses "experienced" professional
engineer when specifies it. means experienced in that particular field.
