Is there a way to "Lock" a reference set. I have a large assembly that I am linking geometery to in several parts. I have my "Part" reference set but when I make it my work part it goes to "entire part". I have always delt with this I was just wondering if there was a way to "Lock" it in so when I make it the work part it stays on whatever I choose the locked ref set to be. If this is not available will Siemens consider adding it in the future?

You need to look at arrangements, not reference sets for what you want.

A refernce set ONLY applies when the part is used in an assembly. The assembly will only see the components that you have specified in the specific reference set. When you make that sub-assembly the work part, it will always revert to the full assembly.

Look into customer defaults. Search for work part (or go to Assemblies - General - Work part tab) there is a option :
Display using 'Entire part' Reference Set.  Uncheck it.
Make sure you do this on site level and lock it if you want this for all the user.
Don't forget to restart NX.

You can also access the Entire Part setting from Preferences->Assemblies
