If a welder is qualified via F6 filler material, is he also qualified to weld F5 if he used and austenitic filler metal such as 316/308L?

If you are talking about ASME IX then No - F6 does not qualify F5,

In addition to the different F No. essential variable, the welding process changes. F6 is solid, metal cored or flux cored wires used in GTAW, GMAW or FCAW process. F5 is coated electrodes used for SMAW process. Or were you intending to use the coated electrode with the GTAW process? If so, reconsider and do not use!!
