Does the seismic loading affect the shell wall thickness of horizontal pressure vessels ?

Sometimes, when designing the vessel supports the local stresses in the shell due to seismic loadings are too large that vessel needs to be thickened in local area i-e you have to increase the shell thickness in the portion (at least) directly attached to the supports.
