in vessel support type specially vertical ,when are we going to use Leg or Skirt support? Is there any limitations on it or it is depending on the service of the vessel?

I suggest that you invest a few dollars in some textbooks that discuss vessel design and support. Each type of vessel support has both good and bad points.
"Legged" vessels are a better choice if weigh cells are being used in the application. "Skirted" vessels (as I understand) cannot use weigh cells.
Where there is a coned bottom, the "legged" vessel design is a better choice.
If the load is massive, and the vessel is very tall... the stronger skirted design may be the only choice. There is some subjectivity involved on exactly when this is a better choice.
You have not metioned the third choice for vertical vessels, which are support "lugs" or rings. They typically bear upon building steel.
