Is there a regulation as to the minimum distance from a machine to a control(breaker) panel before you are required to add in a disconnect to the circuit

In NEC-land, the basic rule:

A motor must have a disconnecting means within sight of the motor.  A motor controller must also have a disconnecting means within sight of the controller.  

The NEC contains a definition of "within sight of", and there are also some exceptions to the requirement for a disconnect at the motor.

In an industrial facility where all work is done by qualified persons, the disconnect at the motor is not required if the disconnect at the motor controller can be LOCKED of TAGGED OUT.  Refer to the NEC section on motors for exact wording and requirements.

In Canada, the rule is within sight and within 9 Meters (30 feet).
Air conditioning and refrigeration equipment, within sight and within 3 meters (10 feet).
There are exceptions.
