Could a set of permanent magnets be formed into a single circular shaped rotator with each semi insulated from the other pole/semicircle ? And in the event they were sharing function as part of a bazarre combination hybrid engine concept what kind of temperatures and stress could these magnetic rotators endure, and could they be machined and fabricated upon ? What kind of magnets would be the choice, or is it too backwards ?

I suspect that it's because that configuration has the highest moment of inertia to weight ratio, which is important for minimizing the impact of cogging.
Note that such a configuration makes the windings more complicated in the sense that they become physically spread out and separated.
