does a thermometer with a wet wick then subjecting it to a fan can replace a sling psychrometer?

Isn't that the same thing?  The thermometer with a wet bulb on it, if slung around will give you the wet-bulb temperature, go to your psych chart for dry-bulb and wet bulb for your humidity.

The air velocity at the bulb/wick is important.
How you get the velocity is your choice.

I was surprised that it appears to be freely available.  Typically ASHRAE research papers are available to anyone for a fee.
