API 5L and AWWA standards for steel pipe. Which is more stringent? Im specifically looking at longitudinal and spiral welded pipe for both standards. I am almost certain that API is more stringent due to the consequence of failure ( oil vs water) but I need justification besides  the design factor of 0.72...

Take a look at the scope of both stds... if you are trying to specify a pipe for a certain service... the service would define which scope is applicable.
