Can anyone direct me to further my research on white rust?
I have found limited info. on the web.
Has any new research been done on this phenomenon in the last couple of years and if so, have fresh ideas been proposed as to how to eliminate it?(the last paper I saw was from the Cooling Tower Institute).
This phenomenon, I think, seeems to mainly happen with cooling water contacting metal cooling towers.

Which metals are you dealing with? By the sound of it your corrosion product may be zinc oxide on galvanised steel.

"White rust" normally refers to the corrosion product formed when zinc-coated materials are stacked and moisture gets between them to produce a zinc carbonate/hydroxide corrosion product.  It would seem that your idea of white rust is something else - possibly some sort of evaporative accumulation of salts at the tide/splash line in a water tower.
