I would to know if is it possible to perform a lugeon test on overconsolidated clays.

You need a really-well constructed well to get accurage permeability tests on clays.  Proper bentonite plugs and good definition on the screen interval and position of the phreatic surface.  Then it's a matter of your equation.  I like the method shown by "Bower and Rice."  Here's a link to their paper:
