The motor below shows the grease fitting located at ~  3 o'clock and the purge plug at ~ 9 o'clock.
The installation is outdoors.

Should we re-orient the end bell to locate the purge plug at the low point of the housing, 6 o'clock?

Won't make a difference. What you would you do if the motor were rotated further 90 degrees clockwise ? Grease purging by shaft rotation, not by gravity.

The purge plug is not for draining water. Many motors run for years without the purge plug being disturbed. If water is getting into the grease, expect an early bearing failure. Expect bearing failures to be chronic until the motor is replaced with a motor which is suitable for use in wet locations. For severe applications consider a "Wash-down" rated motor.
