Trouble interpreting ASME Sec IX QW-200.4

I want to make sure I understand this paragraph properly.  I have an approved WPS for GTAW of SS piping and a WPS for SMAW of SS piping.  If I wanted to produce a SS weld with GTAW root and SMAW hot pass/fill and cap I can do so using a combination of the two WPS's WITHOUT a PQR for the combined processes?  All this assuming I'm within the thickness limits of QW-451.
