They do not have a Role.  99% of Flanged joints do not use washers.

Unless they are Belleville washers (disc springs), there will be negligible impact on the stiffness for the flanged joint.  

There are plenty of books that discuss the design of flanged joints in detail.  Have you looked there or do you have a more specific question regarding flanged joint design ?
