Is there anything within VIII-1 preventing/prohibiting use of materials from ASME II-D table 1A/1B as a bolting material if the same is not listed in table 3?

Question: Is it permitted in Section VIII, Divisions 1 and 2 to use rod and bar stock, other than that listed in Section II, Part D, Tables 3 and 4 to fabricate bolts, including swing and T-bolts, for pressure retaining applications?

Review the following;

UG-12 BOLTS AND STUDS
(a) Bolts and studs may be used for the attachment of
removable parts. Specifications, supplementary rules, and
maximum allowable stress values for acceptable bolting
materials are given in the tables referenced in UG-23.

You would need to submit a code case to establish proper allowabe stress values for bolting material not listed in Table 3 of Section II.

wonder why there are such big differences in the safety factors for materials in Table 3 versus those in table 1A/B.
