what is the use of plain washer in bolting joint.
I usually see all the filter vessels coming from our vendors are having plain washer at both sides of studs.
In recent supply i found them missing.
Is it mandetory to have washers at bolted joints .specifically vessels per ASME sec VIII DIV I code.

No, washers and spring washers are not mandatory in ASME VIII, any division.

Its not mandatory to use plain washers under nut or bolt heads, however plain washers are used in joints to prevent the nut or bolt head embedding into the clamped material ie they help to spread the load out over a larger area than that of just under the bolt head or nut.
