I have an assembly drawing but am unable to view planes. When I open the view icon (glasses) the view planes icon is greyed out. The only thing I can select from the drop down menue is relations. ???

Make sure "hide all" under the view menu isn't activated.

As a general rule, when an icon is 'greyed out,' you can't access that operation while you're in the middle of another operation.  So you might be in the middle of another command?

I save the assembly and then exit. That should effectively end any command in progress. Yet when I reopen the file, the problem persists.

Sounds like it's in 'Large Assembly' Mode. Tools->Large Assembly mode. You can control when Large Assembly mode is activated under Options->System Options->Assemblies.
