The referenced thread had some discussion regarding what effect a bar transverse to the direction of tensile force has on a shear cone type failure.
See attached document published by PCA and in particular page 377. It discussed the effect of such bars in capacity (although not significant, it still contributes 50%). However, I am not sure what effect this transverse bar has when provided in the absence of the U bar.

I suppose it would have to be physically tested but I would be inclined to discount it as having no value.

If we look at this as "supplemental reinforcement" and not reinforcement design specifically to take the actual design load, then App. D says the reinforcement needs be oriented in the direction of the load (which this wouldn't be) or provide confinement (which, again, this wouldn't).
