My first post, glad to be a part of the group!
Question: How many times have you seen a drilled hole in a pass partition plate. Can you point to a code or standard that cites why this is there.
It is a perfectly centered 1/8" hole, apparently purposely drilled. I have seen this before and concluded that it is to prevent any differential pressure between the pass partition plate cavaties, but that's just my own thoughts, nothing researched as of yet.
Any help here is appreciated.

What you describe is a little small for a V/D though. Could be to prevent pressure differential, although it is not generally difficult to design for it.

Holes can be drilled in PP plates to relieve pressure when the differential pressure is too high across the PP, and there are programs to calculate it. Yuba has one if they still share it. Those holes are not normally as small as the OP mentions.
