To what extent are we allowed to modify standardized piping components in a facility designed to ASME B31.3?
We have received orifice flanges with no pressure taps drilled, and orifice flanges with no jack screws. My question is:
Can we still consider the orifice flange as a B 16.36 flange if we modify it in our shop? One thing's for sure, the manufacturer won't assume responsibility for such modification and will state that the normal way to deal with this is to have the non-conform flanges sent back for re-work. Would you approve such modifications if you were in my place?

I would reject the material,return it and require the vendor to supply the correct item.

In a normal place, yes. I forgot to mention there are huge delivery contraints, maybe months of waiting to have the flanges sent to the manufacturer and back.

Write it up [paper & audit trail] and have your machinist "make it look like the picture" in B16.36.  Not a repair or alteration, just completing the proper manufacture of an approved fitting.

Any deviations from B16.36 will require a complete engineering evaluation, with calc's.  Allowed, but requires a lot of effort.
