If I'm building Div. 1 vessel (all P1 material) that has 3" thick lifting lugs with full penetration weld (3" thickness of weld), is PWHT required for that attachment weld under the rules of UW-40(f)(5)(f)?  The vessel itself doesn't require PWHT under the rules UCS-56 or UW-2.

Yes, PWHT is required as referenced.

However, you may want to revise the design to avoid this PWHT. Are these top head lifting lugs? Why do you need 3" weld?

That was just an example question but some of the actual numbers are 14'-0" O.D. .75" thk. and 80'-0" long seam to seam horizontal vessel.  I'm guessing there is a safety factor involved or something but it does seam a bit of an overkill...

split liftin lugs by installing pairs...
