I have a problem. I need to lay a new steel structural surface over an old one but there is flammable insulation so I can't weld them together. There's also no room to get under the joining surfaces to put a nut on the bottom of a bolt.

I am looking for a bolt that would go through the hole and have a rotating head that would turn once I got it through the hole so I can secure a nut to the surface side.

Does anyone know of something like this? I'm looking for something similar to this: MQN pushbutton but that rotates in the other direction.

Or does anyone have a better idea of how to secure two metal plates without welding and having access to only one side?

Self-tapping screws for thinner plates, or various expansion bolts as used in drywall.  Maybe tap the lower plate if it's thick enough.  Maybe epoxy?

Expansion bolts and tapping the lower plate are both great ideas. I'll see what my supervisor thinks.

Try blind bolts (from Blind Bolt Ltd?). But these will only work if installed horizontally.

Do blind bolts/anchor bolts only work if used horizontally? The application is vertical. Is the same true for expansion bolts?

They work at any angle.

How do you get the anchor to drop out of the shaft if you put it in vertically?

Also, for expansion bolts like the Hollo bolts, do they only work if they're going into concrete? There's only insulation underneath.

The bolts each need to hold 65 kN (14613 lbf) in tension and 50 kN (11240 lbf) in shear.
